Dr Metin VURAL

Emergency Specialist, CEO

Dr Metin VURAL is the CEO of HELP Line and has taken part in the establishment of the Republic of Turkey’s 112 National Emergency Help and Ambulance service in 1990 through the assignment of Turkey’s Ministry of Health. His contributions to the service in ambulance equipment, helicopter ambulance and legal regulations on intervention criteria are still used today. Dr Metin Vural is also a biomedical engineer, and has conducted various studies on “emergency help automation and effective performance through satellite tracking systems.” Holding master’s degrees and a Ph.D in Statistics, Healthcare Administration, Hospital Administration; he was a lecturer and faculty member at Marmara University Biotechnology Department in Istanbul for a long time. He was on duty in emergency help, search and rescue services as well as in the establishment of hospitals and operating rooms in Africa – namely in Ghana, Togo, Benin and Sudan. He currently is an advisor for the National Emergency Help and Ambulance service in Istanbul.

Dr Melih VURAL

Neurologist Specialist, Executive Board Member

Dr Melih Vural is a neurology specialist and has served in various hospitals’ Emergency Help Units in Antalya for long years. Dr Melih Vural has conducted many scientific studies on Intensive Care and Sleep Neurology, and currently continues his clinical work on drug-free treatments of neurological diseases. His current studies involve treatments for Epilepsy, Strokes, Paralysis, Parkinson’s and Alzheimer’s Disease.

Dr Bülent GÜR

Orthopedic Surgery and Traumatology Specialist, Executive Board Member

Dr Bülent Gür is a traumatology specialist and has been the chief physician in emergency trauma centers for long years. Dr Gür has many publications on implant technologies and prosthesis, and moderated many symposiums and congresses in Istanbul and Antalya. Dr Gür has significant contributions on trauma at emergency units and circulatory system diseases due to trauma, developing fast healing methods without sequelae through the combination of traditional medicine and alternative methods. He is still advising emergency care units for trauma.

Dr Enes GİDİRİŞLİOĞLU

Emergency Specialist, Executive Board Member

Dr Enes Gidirişlioğlu is an Emergency Aid and Ambulance Service specialist. He has established Emergency Aid systems in the Far East, serving as a chief physician in Bangladesh for many years. He has taken part in the establishment of the Emergency Aid Command Center in Istanbul, being responsible for ambulance call systems and the call center. He has special training in the treatment and intervention of septic shock, CPR (Cardiopulmonary resuscitation), alcohol comatose, drowning, psychotic attacks, epileptic attacks and immediate interventions for substance abuse. Taking part in the projects of Marine Ambulances and marine patient transport, Dr Gidirişlioğlu is the youngest member of our team of physicians. He currently lectures at universities as well as at private institutions for emergency aid trainings; conducting special studies on how to protect from a COVID-19 infection. Dr Gidirişlioğlu is responsible for HELP Line’s field coordination.

Lara VURAL

Healthcare Analyst, Executive Board Member

Lara Vural is a healthcare analyst and international correspondent for HELP Line and has been working with The Economist Intelligence Unit for over 3 years as an analyst. With her expertise in physics and statistical analysis, she is able to interpret large data and create detailed reports on national inclinations. Her studies have compared healthcare statistics in Turkey with other OECD countries, contibuting to large country reports for Ministries of Health to consider in their next steps. Her quantitative and statistical approach has been crucial in the establishment of our services, as well as previously of other Data Intelligence services in both Istanbul and in Leipzig, Germany. Her studies involve accuracy in data and is currently working on the accuracy of COVID-19 data in Turkey. Before her career in statistical analysis, she has also taken part in hospital administration bodies and briefly worked as a Business Development Manager.

Dr Enis BİÇERER

Anestesiology and Reanimation Specialist, Executive Board Member

A graduate of the Military Medical Academy in Turkey, Dr Biçerer has worked at a variety of military hospitals. He was also a chief physician for Intensive Care Units, developing special treatments for pain. Dr Biçerer is especially interested in Ozone therapy and has successful studies on “the effect of Ozone therapy on blood cytokine levels within the experimental sepsis model.” He has special trainings on migraine, chronic headaches, Carpal Tunnel Syndrome, nonsurgical treatments of herniated disks, Prolotherapy and Neural Therapy. He continues to treat many patients from all around the world and is responsible for inpatients and Intensive Care patients within the HELP Line family.

Dr Aysan KAPTANOĞLU

Emergency Specialist,
International Patient Transport Manager, Executive Board Member

Dr Kaptanoğlu has worked in executive positions at the Istanbul Health Directorate, taking part in the establishment of the Emergency Command Center. She has especially developed projects on protective and preventative techniques for pre-school and teenage children, with great contributions to the development of emergency aid services for children. Dr Kaptanoğlu developed programmes for immunisation. At HELP Line, she is responsible for hospital coordination and patient transport based on indication; operating international patient transports and coordinating air ambulances simultaneously.

Dr Koray KAPTANOĞLU

Forensic Medicine Specialist, Executive Board Member

Dr Kaptanoğlu has worked in executive positions at the Istanbul Health Directorate. As a Forensic Medicine Specialist, he is also a consultant for Istanbul Forensic Medicine Institute. Dr Kaptanoğlu has many studies on fatal injuries due to judicial incidents, as well as on ballistics. He has also taken part in the establishment of the Emergency Command Center.
